People with disabilities and people with access and functional needs face greater risks during emergencies and disasters. They face higher risks of displacement, injury and even death. They are also at greater risk of unnecessary institutionalization during and after disasters.
This assessment reviews the inclusivity of emergency preparedness practices in Virginia. The report addresses critical ADA compliance issues. We provide recommendations at each level of the emergency management system.
